Best Practices for Managing Goods Imports in the United Kingdom
If you import goods into the United Kingdom and sell them domestically or internationally, correct handling of imports is essential for UK VAT compliance. Import activity can affect your UK VAT return submitted to HM Revenue & Customs (HMRC) and may involve additional customs and VAT requirements.
Unlike EU member states, the UK operates its own VAT and customs system. Special rules also apply to certain movements of goods involving Northern Ireland.
This article explains best practices for managing imports under UK VAT rules.
1️⃣ What Counts as an Import in the United Kingdom
An import generally occurs when goods enter the UK from outside the applicable customs territory.
Key points:
- Goods imported into Great Britain (England, Scotland and Wales) from overseas are generally subject to UK import procedures.
- UK VAT-registered businesses may use Postponed VAT Accounting (PVA) to account for import VAT through their VAT returns.
- Where PVA is not used, import VAT is generally paid or deferred through the applicable customs arrangements.
- Customs duties may apply separately from import VAT.
- Imports are not reported through EU OSS.
- Special customs and VAT rules apply to goods involving Northern Ireland.
2️⃣ Correct Handling of Import VAT in the United Kingdom
For UK VAT-registered businesses:
- Determine whether Postponed VAT Accounting (PVA) will be used for eligible imports.
- Where PVA applies, declare import VAT as due in Box 1 of the UK VAT return.
- Claim eligible import VAT as input VAT in Box 4, subject to the normal deduction rules.
- Include the relevant value of imports in Box 7.
- Download and retain monthly postponed import VAT statements from HMRC.
- Where import VAT is paid through customs instead, retain the appropriate import VAT evidence, such as a C79 certificate.
- Ensure customs declarations identify the correct importer and relevant VAT and EORI details.
⚠ Common mistake: claiming import VAT without appropriate supporting documentation or assuming that PVA applies automatically to every import.
3️⃣ Storage Location After Import
Where goods are stored after import affects VAT registration and reporting obligations.
- Imported and stored in Great Britain: account for import VAT under UK rules and report subsequent UK taxable sales as required.
- Imported into Great Britain, then transferred to an EU country: assess UK export requirements and the applicable EU import and VAT obligations.
- Stored in UK fulfilment centres (e.g., Amazon FBA UK): UK VAT registration and reporting obligations may arise.
- Stored in Northern Ireland: check the specific VAT treatment applicable to goods movements involving Northern Ireland, Great Britain and the EU.
Best practice: track the country of import, customs declarations and warehouse locations. Notify your accounting or Hellotax team immediately if new storage locations are added.
4️⃣ Selling Imported Goods: Reporting Requirements
🇬🇧 Domestic UK Sales
Domestic taxable sales of goods in the UK must be reported in the UK VAT return where the seller is responsible for accounting for VAT.
Apply the correct UK VAT rate:
- 20% – standard rate.
- 5% – reduced rate for qualifying goods and services.
- 0% – zero rate for qualifying goods and services.
Certain transactions may be VAT-exempt or subject to special rules.
🌍 International B2C Sales
Goods sold from Great Britain to consumers outside the UK:
- May qualify as zero-rated exports where the relevant conditions are met.
- Require appropriate customs declarations and evidence of export.
- May create import VAT or other tax obligations in the destination country.
- Are not automatically covered by EU OSS.
Where goods are already stored within the EU and sold to EU consumers, eligible intra-EU B2C sales may fall under the EU OSS scheme, depending on the seller's arrangements.
🧾 International B2B Sales
Goods sold from the UK to business customers overseas:
- May qualify for UK zero-rating as exports where the relevant requirements are met.
- Require appropriate evidence of export.
- May involve customs declarations and destination-country import requirements.
- Must be reported correctly in the UK VAT return.
Important: Goods movements involving Northern Ireland and the EU may be subject to different VAT rules from exports originating in Great Britain.
5️⃣ Imports Are NOT Covered by OSS
Common misconception: “OSS covers all imported goods.”
- EU OSS does not cover import VAT on goods entering the UK.
- UK import VAT is accounted for under UK customs and VAT rules.
- Eligible UK import VAT is recovered through the UK VAT return, not an OSS return.
- PVA may allow qualifying UK VAT-registered importers to account for import VAT through their VAT returns.
Important: The EU's separate Import One-Stop Shop (IOSS) scheme may apply to qualifying distance sales of low-value goods imported into the EU. It does not replace UK import VAT procedures.
6️⃣ Separate Imports From Sales Data
Best practice: maintain clear separation of:
- UK import transactions and customs declarations.
- Domestic UK sales.
- Exports from the UK.
- Transactions involving Northern Ireland and the EU.
- Marketplace transactions where the marketplace is responsible for accounting for VAT.
Do not upload import transactions as sales data. Provide import documentation separately where required by Hellotax.
Mixing these categories can lead to incorrect VAT calculations, duplicated transactions and discrepancies in UK VAT returns.
7️⃣ Correct Period Allocation
- Import VAT accounted for using PVA must be reported in the appropriate VAT period, using the relevant postponed import VAT statements.
- Import VAT paid through customs must be claimed in accordance with the applicable deduction rules and supporting evidence.
- Domestic sales must be reported in the correct VAT period based on the applicable tax point.
- Exports, refunds and credit notes must be recorded in the appropriate reporting period.
- Incorrect allocation may require corrections to previously submitted VAT returns.
8️⃣ Upload Complete Data by the Deadline
To support accurate UK VAT filings:
- Upload all relevant data through the Hellotax portal.
- Include:
- Complete sales data from all channels.
- Returns, refunds and cancellations.
- Import documentation, PVA statements or C79 certificates where required.
- Relevant warehouse and stock movement information.
- Hellotax data upload deadline: the 4th day of the month following the reporting period, subject to your service conditions.
📌 Data sent by email cannot be processed through the standard automated workflow and will not be included in filings unless correctly submitted through the required platform process.
