German Tax Offices: BZSt and Finanzamt
Understanding the German Tax Authorities
In Germany, tax administration is handled by different authorities depending on the type of tax matter involved.
The two most important organisations you may encounter during your VAT compliance journey are:
- BZSt (Bundeszentralamt für Steuern)
- Finanzamt (Local Tax Office)
Understanding the difference between them can help you better understand tax authority communications and registration processes.
BZSt — Federal Central Tax Office 🌍
The:
Bundeszentralamt für Steuern (BZSt)
is Germany’s Federal Central Tax Office.
The BZSt is responsible for certain national and international tax matters, including:
- issuing VAT Identification Numbers (USt-IdNr)
- managing EU VAT-related systems
- handling international tax cooperation
- tax identification matters
- certain cross-border VAT procedures
The BZSt mainly operates at a federal level rather than managing day-to-day local VAT filings.
Finanzamt — Local Tax Office 🏛️
The:
Finanzamt
is the regional tax office responsible for most operational tax administration within Germany.
This includes:
- VAT registrations
- VAT return processing
- tax audits
- tax correspondence
- payment monitoring
- penalties and compliance matters
Germany has hundreds of local Finanzämter, and each one is responsible for different taxpayers and regions.
Which Finanzamt Is Responsible for My Business? 📍
For German businesses, the responsible Finanzamt is usually determined by the business address or registered office location.
For non-German businesses, Germany assigns specific tax offices to handle foreign companies depending on:
- the country where the business is based
- the first part of the German Tax ID
- the type of VAT activity involved
This means that foreign businesses are often assigned to specialised Finanzämter that handle international VAT registrations and compliance.
Why Is This Important? ✅
Understanding which authority is responsible for your VAT account helps you:
- recognise official tax office communications
- understand where VAT filings are processed
- identify the correct payment details
- respond more efficiently to tax authority requests
Important Notes ⚠️
- Your responsible Finanzamt may change in certain situations
- Different German tax offices may have slightly different procedures or response times
- Foreign businesses are commonly managed by dedicated international tax offices
- VAT Identification Numbers (USt-IdNr) and local German tax numbers are separate references and may be issued by different authorities
